Abstract
Penelitian ini bertujuan untuk mengetahui seberapa efektif pengadaan barang BOS di SD Negeri 2 Gendaran, menemukan faktor penghambat, dan solusi dalam e-procurement. Jenis penelitian yang digunakan adalah jenis deskriptif kualitatif dan didukung oleh data sekunder. Teknik yang digunakan adalah metode triangulasi, yaitu pengecekan keabsahan data yang memanfaatkan sesuatu selain data tersebut untuk keperluan pengecekan atau sebagai pembanding terhadap data tersebut (Moleong, 2007: 330). Subyek yang digunakan dalam penelitian ini adalah Bendahara BOS, Operator Sekolah, Kepala Sekolah, dan diperkuat dengan dokumen dalam pelaksanaan e-procurement. Berdasarkan hasil analisis dapat disimpulkan bahwa penggunaan aplikasi SIPlah dalam pengadaan barang BOS di SD Negeri 2 Gendaran dikaitkan dengan tujuan yang diharapkan dengan menjadikan aplikasi tersebut efektif, hanya saja masih terdapat kendala dalam dalam implementasi e-procurement ini, permasalahan muncul pada sumber daya, adaptasi, dan jaringan yang tersedia. Namun hal tersebut tidak menjadikannya suatu hal yang fatal, karena dapat diatasi oleh setiap individu agar lebih fasih dalam penggunaan teknologi informasi. Kata kunci: efektivitas, pengadaan barang, aplikasi SIPLah ABSTRACT This study aims to determine how effective the procurement of BOS goods at SD Negeri 2 Gendaran is, to find inhibiting factors, and solutions in e-procurement. The type of research used is a descriptive qualitative type and is supported by secondary data. The technique used is the triangulation method, namely checking the validity of the data that utilizes something other than the data for checking purposes or as a comparison against the data (Moleong, 2007: 330). The subjects used in this study were the BOS Treasurer, School Operators, Principals, and were strengthened by documents in the implementation of e-procurement. Based on the results of the analysis, it can be concluded that the use of the SIPLah application in the procurement of BOS goods at SD Negeri 2 Gendaran is associated with the expected goals by making the application effective, it's just that there are still obstacles in the implementation of this e-procurement, the problem arises in resources, adaptation, and network which are available. However, this does not make it a fatal thing, because it can be overcome by each individual so that they will be more fluent in the use of information technology.
